With over 29 years of direct experience, the Innovative Paradigms team has the most background in the nation, in developing travel training programs to meet specific agency needs.  Our mobility trainers have travel trained over 12,800 individuals to ride fixed-route public transit, and we have established programs with transit agencies across the country that have trained tens of thousands more.

Beginning in 1982 with our first project in Sacramento, California, Innovative Paradigms and our parent company Paratransit, Inc. have been at the forefront of teaching individuals to independently use public transit.  Since that time, we have worked with hundreds of clients to plan, fund, design, implement and operate travel training programs.

We have helped to establish programs at TriMet in Portland, OR, and Utah Transit Authority (UTA) in Salt Lake City, UT.  In 2006, we developed and established the successful program for Spokane Transit Authority (STA) in Spokane, WA, which earned a five-year contract extension beginning July 2011.

Our staff has been instrumental in developing the Easter Seals Project ACTION, Train the Trainer program, and our team member Kevin Welch is one of four national trainers in that program. Additionally, our materials have been used as the basis for this national model for travel training.

Innovative Paradigms team members are regular speakers at national and regional conferences and trainings for groups such as Association of Travel Instruction (ATI), Easter Seals Project Action and California Association for Coordinated Transportation (CalACT).

With our proven track record that spans three-decades, we are sought after when national groups or researchers want information about travel training programs.  Recently we were invited to participate in a study for the Transit Cooperative Research Program on cost benefits of travel training services.

Innovative Paradigms has taken the lead in establishing an integrated in-person eligibility assessment system, supported by our unique, customized data management solution.  With in-person determinations, our mobility coordinators conduct interviews and perform functional assessments on applicants to make the determination.  Mobility coordinators have a background working with seniors or people with physical or developmental disabilities and are trained travel trainers.

We Have The Experience

Since 2009, Innovative Paradigms has operated the in-person eligibility process for the City and County of Honolulu, and has completed over 6,000 determinations.  These determinations involve in-person interviews, as well as functional assessments using tools such as the Tinetti Gait, Balance Test and the Transit Skills Assessment.

In 2010, our staff worked with Spokane Transit Authority on their functional assessment pilot project, and completed over 100 assessments during the three-month program.

A Holistic View

In-person eligibility is the new industry standard.  Innovative Paradigms looks at the process holistically, as part of the larger mobility management program.  As national leaders in travel training, we understand that the best qualified people to determine eligibility are travel trainers – those trained to assess people’s abilities and train them to ride the bus.  Doubling travel trainers as mobility coordinators helps streamline the process of eligibility determination and eliminate duplication of effort.

Innovative Paradigms has developed a proprietary data management solution (DMS) that makes managing travel training programs a snap.  Participant records are maintained on a secure server network and allow for complete tracking from referral to graduation from the program.  Outreach, group, basic and intensive training can all be monitored and program reports can be created with the push of a button.  Easy to use, the DMS is can be fully integrated with in-person eligibility programs.  In-the-field work is facilitated through the use of iPads, which are linked to the DMS for real-time data access.

Innovative Paradigms has extensive experience in providing temporary management to nonprofit and public transportation organizations.  Temporary or interim management requires a unique skill set.  An interim chief executive must be able to quickly assess and understand an organization’s financial situation, staff issues, governance structure, and potential crisis points in order to provide effective immediate leadership.  This skill set has been demonstrated routinely by Innovative Paradigms.  Similarly, the ability to form and operate a completely new organization from its inception is a related area of expertise.  Temporary assignments typically range from 6 to 12 months and include full executive leadership authority.  Such assignments routinely conclude with the recruitment and selection of a permanent chief executive with the extensive assistance of Innovative Paradigms.

Through its history, the division has provided interim CEO services for the following organizations:

  • Eastern Sierra Transit Authority (ESTA), Bishop, CA:  Twelve month assignment to serve as chief executive of newly created Joint Powers transit authority involving two counties and two cities.  
  • Gold Country Telecare, Grass Valley, CA:  Served as interim chief executive of nonprofit operating agency during a crisis situation relating to leadership.  
  • South County Transit, Galt, CA:  Served as interim chief executive during leadership crisis.
  • Senior Services of Snohomish County, WA:  Served as Director of Transportation Department for nine months; restructured a department in crisis.
  • City of Elk Grove, CA:  In 2004 served as City Transit Director to create new city-operated transit system.

In 1981, parent company Paratransit, Inc., of Sacramento, CA led the way in the field of mobility management when it was designated the first Consolidated Transportation Service Agency (CTSA) in California.  Since then, Paratransit has become the model for coordinated transportation systems throughout the country.  Drawing on real world experience from designing, implementing and managing this system, Innovative Paradigms consultants will partner with clients to develop coordinated transportation systems that are logistically sound and cost-effective.
